Background

The United States is committed to providing educational opportunities for all Americans, regardless of race, ethnicity, or economic circumstance. In support of this commitment, Congress established programs during President Lyndon B. Johnson's War on Poverty to fulfill this mission.

These programs, known as TRiO Programs, are funded under Title IV of the Higher Education Act of 1965. TRiO, a set of federally-funded opportunity programs, provides direct support to students through the following programs:
