Appeals

Any Winthrop University affiliated individual, such as student or faculty/staff, receiving citations for violations of these regulations have the right to appeal. Parking citations issued to non-affiliated individuals will be made warnings. However, visitors are still required to register their vehicle in order to receive a visitor parking permit. Visitors may register their vehicles online by clicking on the below link:

The appeals process is as follows:

  1. Appeals must be made within 14 days of the citation being issued. Appeals submitted after 14 days of the citation being issued will not be heard.

  2. Appeals are completed on-line at the below link.

  3. Only one citation may be appealed per one appeal form.

Only appeals made within the prescribed time and on official forms will be considered. All appeals will be referred to the Parking Appeals Committee, which is made up of students, faculty, and staff.

Action on appeals may be one of the following:

  • Reject the appeal and uphold the citation

  • Uphold the appeal, erase the violation, and credit the amount of the fine

  • All decisions are final
