Traffic and Parking

Violations, Penalties, Fines, Towing, and Impounding 

Vehicles in Motion

  • South Carolina State Highway Regulations apply on Winthrop University property at all times.

  • The maximum legal speed on university property is 20 miles per hour on the roadway and 10 miles per hour in the parking lots.

  • Vehicles must stop for pedestrians at marked crosswalks.

Penalties and fines for Winthrop University Parking Citations are payable in person, on-line, or by mail at the Winthrop University Cashiers Office between 8:30 a.m. and 5 p.m., Monday-Friday.

Penalties and bonds for State Citations will be determined by the appropriate court authorities. State Citations may be issued for any violation at officer's discretion. State citations will be paid through the City of Rock Hill Municipal Court.

Parked Vehicle Violations and Penalties

All fines are $40 unless otherwise noted:

  • 20 Minute Parking (Expired/NA)

  • Altering Parking Permit

  • Improper or No Display of Parking Permit

  • Parking in a Disabled Space, Ramps, or Curb Cuts (Also subject to state citation, which carries a fine up to $1,000)

  • Parking in a Fire Lane or Zone

  • Parking Left of Center

  • Parking in a Wrong Area

  • Parking in Front of a Dumpster

  • Failure to Register Vehicle - $110 Fine

Towing and Impounding

The Winthrop University Police Department has the authority to have a vehicle towed and impounded at the owners expense and risk if the vehicle is:

  • Blocking a driveway or service entrance, creating a hazard to safety, or parked in a reserved space

  • Not properly registered or has received two or more warnings

  • Parked in a tow away zone

  • Parked in closed areas or areas signified as closed by traffic cones

  • Registered to an individual whose parking privileges have been revoked by Winthrop University

  • Parked in a Purple Heart parking space without the proper credentials

Revoked Parking Permit Violations:

  • Winthrop University has the authority to revoke a parking permit if a vehicle accumulates a total of four or more citations in an academic semester. Once revoked, that hangtag cannot be utilized to park on the campus of Winthrop University, and no vehicles registered to that hangtag can be parked on the campus of Winthrop University.  Once revoked, the registered vehicles will be added to the tow list.  All parking privileges will be revoked and your vehicle will remain on the tow list until either the next academic semester or the driver completes the Second Chance Program, which is offered at the Winthrop University Police Department..

If your vehicle is (or about to be) towed:

  • Vehicles will be towed to the contracted wrecker service off campus. Owners should call the Winthrop University Police Department at 803/323-3333 to find out if a vehicle has been towed. Transportation to the contracted wrecker service will not be provided. Fees for vehicles towed to the contract wrecker service must be paid to the wrecker service. Once the contracted wrecker service has been called to impound a vehicle, the tow fee must be paid prior to the vehicle being released, regardless if the owner arrives on the scene prior to the wrecker service.
