General Regulations and Vehicle Registration

General Regulations

  • The operation of motor vehicles on Winthrop University property is a privilege granted by the University's administration.

  • Failure to comply with the laws of South Carolina or University regulations will result in a warning or penalty that may include the loss of motor vehicle privileges.

  • The purchase of a permit does not guarantee a parking place, but merely allows for legal parking in an appropriate area.

  • The university shall assume no responsibility for the care or protection of any vehicle or its contents at any time while operated or parked on University property.

  • Regulations apply to drivers of all vehicles and are in force 24 hours a day, seven days a week, including holidays, unless other wise noted.

  • Drivers of all vehicles shall obey the lawful instruction of any police officer and any official traffic sign on campus.

  • Please note that after receiving your parking permit and before operating your vehicle on the campus of Winthrop University, it is your responsibility to go on-line and make yourself familiar with the Traffic & Parking Regulations, located under the Parking Enforcement menu to the left of the Winthrop University Police Department website.

  • Vehicles owned or leased by the university may park in any available space in order to conduct routine University business.

Regular Vehicle Registration

Regular vehicle registration is for one academic year beginning on September 1st and ending on August 31st of the following year.

  • All motor vehicles parked on the campus or any property owned by Winthrop University, which are driven by Faculty/Staff or Students must be registered with the Winthrop University Police Department and bear either a Regular parking permit or a Temporary parking permit.   

  • Parking permits are required for all faculty, staff, and student employees who work and park at the coliseum, sports fields, and lake areas.

  • Regular parking permits must be hung on the rear view mirror in such a manner that the parking permit is completely viewable and unobstructed from the front of the vehicle. If a vehicle is utilizing a sun shade or other similar device, the regular parking permit must be displayed so that the parking permit is viewable from the front of the vehicle by placing the hangtag on the front dash. A Temporary parking permit or a Visitor parking permit must be displayed on the front driver side dash.

  • The registrant of a vehicle is responsible for parking violations issued to his or her vehicle.

Temporary Vehicle Registration 

  • Temporary parking permits are available 24/7 from the Winthrop University Police Department.

  • Temporary parking permits will be valid for seven days and upon expiration this permit can be extended if necessary. Faculty/Staff and Students will be issued a Temporary parking permit, which matches their Regular parking permit or the Regular parking permit they would be issued and which will allow them to park in the same area(s).

  • Faculty/Staff and Students who have a current permit and will not be able to utilize the vehicle to which their current permit is affixed will be issued a Temporary parking permitsThree Temporary parking permits in an academic year are permitted before a $10 a week fee is assessed.

  • Faculty/Staff and Students who do not have a current permit can be issued a Temporary parking permits. In this case, a $10 a week fee is assessed for each Temporary parking permits that is requested.

Visitor Vehicle Registration

  • Current Faculty/Staff and Students are not considered visitors and must have a Regular parking permit or Temporary parking permits. At no time can current Faculty/Staff and Students park in Visitor parking areas.

  • Visitor parking permits are available 24/7 from the Winthrop University Police Department.

  • Visitors remaining on campus overnight and individuals attending conferences and short courses must obtain Visitor parking permits with the Winthrop University Police Department.   

  • Visitors to Winthrop University that desire to park on university property for a limited time must obtain a Visitor parking permit from the Winthrop University Police Department.

  • Faculty/Staff members may request a Visitor parking permit from the Winthrop University Police Department up to 30 days out from the date the request is submitted by completing the Temporary and Visitor Parking Permit Request.  However, at least 48 hour advance notice is needed in order to utilize this form.  If under the 48 hour time limit, please come into the Winthrop University Police Department in order to process the Visitor Parking Permit.
